What the diplomats are talking about in UN buildings regarding the sanctions are about banning the sale of ballistic missiles and nuclear technology to Iran; this means to write down formally what has been applied for the past 20 years!
Furthermore, economy sectors (private and public) in Germany, Italy and France had earlier warned about the consequences of imposing sanctions on Iran and it doesn't seem that sanctions take a broad sense.
